Zero-Risk Bias: Why We'd Rather Eliminate a Small Danger Completely Than Reduce a Big One
Here is a thought experiment. Two hazardous waste sites contaminate a river. Site A contributes 60 units of contamination; Site B contributes 20 units. You have the budget to do one of two things: reduce Site A's output by 45 units, or eliminate Site B entirely. The first option reduces total contamination from 80 to 35 units — a reduction of 45. The second reduces it from 80 to 60 units — a reduction of only 20. Mathematically, the first option is obviously superior. Yet in studies, most people choose the second option. They prefer to eliminate the smaller risk completely, even at the cost of far worse total outcomes. This is zero-risk bias.
The Research Foundation
Zero-risk bias was identified and named by psychologist Cass Sunstein and studied empirically by Vidar Rutledge-Henriksen and others, building on decades of risk perception research by Paul Slovic, Baruch Fischhoff, and Sarah Lichtenstein. The contamination thought experiment above was developed by Joanne Hecht and David Landy and later replicated and extended by multiple research groups. The finding is remarkably stable: the appeal of zero — of complete elimination — exerts a pull on human judgment that resists straightforward expected-value reasoning.
The bias operates through several reinforcing mechanisms. Complete elimination of a risk provides psychological closure: the threat ceases to exist, removing it from mental consideration entirely. A reduction, however large, leaves residual uncertainty — the risk is still there, still generating low-level anxiety, still requiring monitoring. Zero offers peace of mind in a way that "significantly less" never fully can.
There is also an emotional asymmetry at work. The prospect of a risk being present, even at low probability, activates vigilance and negative affect in a way that is disproportionate to the actual danger. Complete elimination resolves this emotional activation completely; partial reduction merely dampens it. This connects to loss aversion: any non-zero residual risk represents the continued "loss" of safety, while zero risk represents its complete "restoration."
The Nuclear Paradox
Few examples illustrate zero-risk bias more starkly than public attitudes toward nuclear and coal power. Nuclear accidents are catastrophic when they occur — Chernobyl, Fukushima — and they produce vivid, media-saturating imagery: evacuation zones, contaminated groundwater, cancer clusters. The desire to reduce nuclear risk to zero is politically powerful, and in many countries it has succeeded: Germany's Energiewende programme shut down all nuclear plants by 2023.
The problem is that coal kills far more people, far more quietly. Particulate air pollution from coal combustion causes an estimated 800,000 deaths per year globally according to research published in Cardiovascular Research (Lelieveld et al., 2019). Nuclear power, across its entire history including Chernobyl and Fukushima, has caused orders of magnitude fewer deaths per unit of energy produced than coal, oil, or even natural gas. Studies by Our World in Data, drawing on data from the WHO and academic literature, consistently place nuclear among the safest energy sources by deaths per terawatt-hour.
When Germany shut its nuclear plants and replaced capacity partly with coal (as happened in the transition years), air pollution deaths increased. The policy achieved zero-risk satisfaction — nuclear is gone — while increasing overall mortality risk. Zero-risk bias, at scale, cost lives.
This is not an argument that nuclear power is risk-free or that all nuclear plants should operate forever. It is an argument that the preference for complete elimination of a vivid, novel risk over substantial reduction of a larger, mundane risk leads to systematically worse policy outcomes.
Organic Food and the Pesticide Zero
Consumer food choices offer another vivid example. The organic food market is, in significant part, driven by the desire to reduce pesticide exposure to zero. "Organic" farming prohibits most synthetic pesticides, offering the psychologically powerful assurance that a category of risk has been eliminated.
The difficulty is that organic farming does use pesticides — copper sulphate, pyrethrin, rotenone, and others — some of which have toxicity profiles comparable to or worse than the synthetic pesticides they replace. The residue levels of synthetic pesticides on conventionally grown produce are typically far below regulatory safety thresholds. Meta-analyses by bodies like the European Food Safety Authority consistently find that pesticide residues in food, as actually consumed, present negligible health risk.
Meanwhile, organic produce tends to cost significantly more, meaning consumers who prioritise it on food safety grounds may be reducing their overall dietary quality by buying fewer fruits and vegetables — whose health benefits are large and well-established. The zero-pesticide target, pursued via organic choice, may produce worse health outcomes at the individual level while providing powerful psychological reassurance.
None of this makes conventional farming unambiguously superior, or dismisses legitimate concerns about agricultural runoff and ecosystem effects. But the consumer psychology driving organic premium purchasing is substantially driven by zero-risk bias: the desire for a category of risk to simply not exist.
Security Theatre and Post-9/11 Policy
Bruce Schneier coined the term "security theatre" to describe security measures that provide the feeling of safety without meaningful risk reduction. Much post-9/11 security policy — shoe removal at airports, restrictions on liquids, no-fly lists — was designed to address specific, previously-exploited attack vectors, reducing those particular risks to near zero. The question is whether the vast resources devoted to these measures would have produced greater risk reduction if applied to higher-probability threats: road accidents, domestic violence, medical errors, or suicide, which collectively kill orders of magnitude more people per year than terrorism.
Zero-risk bias explains why this reallocation is politically impossible. The visceral horror of terrorism — its randomness, its intentionality, its media salience — generates enormous pressure to eliminate it completely. The diffuse, daily mortality of ordinary hazards generates almost none. The result is systematically misallocated safety investment.
Sunstein and the Regulatory Problem
Legal scholar Cass Sunstein, writing in Laws of Fear: Beyond the Precautionary Principle (2005), argued that zero-risk bias corrupts regulatory decision-making. The precautionary principle — "if in doubt, prohibit" — is a codified form of zero-risk bias in policy. By demanding that new technologies or substances demonstrate zero risk before approval, it sets an impossible standard that simultaneously blocks beneficial innovations and ignores the risks of the status quo (often the larger ones).
Sunstein notes that every regulatory intervention has both benefits and costs in terms of risk. Banning a pesticide that poses low but non-zero cancer risk may result in farmers using less effective alternatives, reducing crop yields, raising food prices, and — if this reduces dietary quality for low-income populations — actually increasing health risks overall. Zero-risk logic sees only the eliminated risk; it fails to model the risks created by the elimination.
The Availability Heuristic Connection
Zero-risk bias is closely linked to the availability heuristic: risks that are vivid, memorable, and frequently discussed feel more likely and more serious than risks that are real but dull. Plane crashes, nuclear meltdowns, and terrorist attacks are available in memory precisely because they are exceptional and therefore heavily covered. Car accidents, air pollution, and hospital infections are statistically dominant causes of death but largely invisible in the media landscape.
Zero-risk bias preferentially attaches to high-availability risks — the ones we can picture clearly, the ones that have names and faces, the ones that generate news coverage and political salience. The result is systematic mismatch between the risks we invest most in eliminating and the risks that actually do the most damage.
Recognising and Counteracting Zero-Risk Bias
Zero-risk bias is not irrational in every context — sometimes complete elimination of a hazard genuinely is the best option, and the psychological benefits of closure are real. But when choosing between risk-reduction strategies:
- Calculate absolute risk reduction, not just the presence or absence of a risk source. The question is not "does this eliminate the hazard?" but "how much total harm is prevented?"
- Beware the salience trap. The risks that feel most urgent are often the most vivid, not the most lethal. Check the base rates.
- Consider opportunity costs. Resources spent eliminating a small risk cannot be spent reducing a larger one. Ask what is foregone.
- Distinguish emotional resolution from actual safety. The feeling that a risk is "gone" is psychologically real but may not correspond to actual risk reduction.
Complete safety is not achievable in any domain. The question is always how to distribute risk-reduction effort to minimize actual harm — and zero-risk bias systematically distorts that calculation in ways that feel compelling but lead to worse outcomes.
